Can't open localhost from FP 2003

| I've just moved to a new machine and am having a time getting FP and IIS to
talk. In the past I'd develop on http://localhost/xxx, then publish to an
external web. The site has a database so I don't want to do disk-based web
since I can't test it. On the new machine (XP Pro as was the previous
machine) I installed IIS and FP Extensions. In MMC I have run the
extensions check and all is well. I am running as a network id normally
which is a power user (not administrator) on the local machine. I built a
c:\inetpub\wwwroot\index.htm and I can see it at http://localhost/. But
when I try to open localhost in FP, it wants to copy it to a disk-based area
using WebDAV, and when I try to make a subweb http://localhost/xxx it says
SharePoint Services not found. I tried going back to FP 2002, but that only
changed the message to say FrontPage Extensions not found. I even gave
ownership and full rights to focus\randy (the domain\user) to c:\inetpub and
c:\inetpub\wwwroot but that made no difference. IIS certainly thinks it has
FP Extensions (with Enable Authoring checked). Everything looks like it is
on the old machine, but somethings obviously wrong. Any ideas?

| You must have full admin rights on the pc in order to publish to localhost.
