Author FPSE strategy on Windows 2000 and Windows 2003 servers

We are trying to establish a basic content management strategy where I work.
Our user base currently uses one three tools to author:

1) FP client (many versions)
2) Dreamweaver client (many versions)
3) Visual Notepad (the HTML purists)

I have successfully implemented the FPSE at a past employer and want to do
the same here. I would like any feedback on approach. I have confirmed
with MacroMedia that Dreamweaver can indeed publish to FPSE.

Our primary objectives are to:
1) Tighten up NTFS permissions by removing all shares and allowing on the
FPSE to manage minimal role-base permissions (author, adv author, etc.) We
want to never allow direct tweaking of the NTFS.
2) Log all publishes and review the log regularly for metrics and trends.

Where should I start? I will gladly do my homework but I see so much info
that seems out of date.

What is the latest version of FPSE? I see where MS is calling them
SharePoint Services. Can I run the same version on Win 2000 and Win 2003?

Would you even recommend this approach? Keep in mind my employer wants
something free from MS that will support their environment.
