Need Help to Get FP 2002 SP3 Web Site to Publish oin an ISP

| Every time I try to Publish my FrontPage 2002 web site using the procedure
presented at:
https://publish.comcast.net/fpextensions/configure.html the same error
occurs--even though I have followed that procedure to the letter. So far,
Comcast is no help on this. So, I'd very much appreciate the benefit of
anyone else's experience or knowledge on this.
After entering: "https://home.comcast.net/smithrms" (exactly as you see it
here all in lower-case letters and without the quotes) in the FP Publish
Destination dialogue shown in Step 2 of that procedure, I clicked OK.
However, instead of progressing to Step 3, the Microsoft FP Warning message
also shown in Step 2 pops up, stating that "A web does not exist at
https://home.comcast.net/smithrms. Would you like FrontPage to create a web
at that location?"
The instructions in the procedure set forth at:
https://publish.comcast.net/fpextensions/configure.html
insist that this warning message pops up when the user has failed to enter
the URL in all lower-case letters. However, that is NOT the case in the
many repeated instances that I have endured trying to get my web site
published. I have always typed the address in all lower-case letters.
If I do exactly what the procedure tells me to do (Click Cancel and re-enter
the URL in all lower-case letters) the same Microsoft FrontPage Warning
message pops up again, thereby leaving me in a never-ending loop. :-|
So, I clicked OK. But, another Microsoft FP Warning message popped up
informing me that:
There is no web named "/".
I have no idea what that means or why I cant get FrontPage 2002 SP3 to
publish my web site on my personal web pages at Comcast.net.
So, I would very greatly appreciate your help in resolving this most
frustrating problem.

Thanks for you most helpful feedback. You set me straight, and I published
successfully.
I thought I had tried publishing with the tilde preceding my username
before, but I must have had some other part of the URL messed up. Anyway,
it published. And I do appreciate your help.
