University won't install FP Extensions on Apache: How to change mi

| My university is reluctant to allow FrontPage Extensions to be installed on
an Apache server. This would allow me and others to use a bunch of
user-friendly FrontPage features, but the techs cite 'security' as their
major objection.
Like many academics I'm a computer novice, and chose FrontPage because I
can't handle too much tech language. So where can I find a summary of PLAIN
ENGLISH arguments which I could use to discuss a change of heart among my
UNIX-focused computer services people?

| Generally speaking, IT people who use the excuse "security" regarding FP
server extensions do so because of lack of knowledge, or not wanting to
learn how to properly secure them.
