| I had installed Microsoft 2003 over a copy of Microsoft XP Professional
without reformatting the hard drive. I had uploaded the frontpage 2002
extensions from the Microsoft Download site to the Microsoft XP Professional
computer. It may have been that remnants of the upload (which are not
recommended for Windows Server 2003) were still on the computer and were
causing the problem.
I reformatted the hard drive and reinstalled Windows 2003 server and
frontpage and the problem seems to have gone away.
