Windows 2003 SP1 & FrontPage 2003 ERROR

| Both on a brand new Windows Server 2003 install (which works before SP1 is
installed) and on a previously installed Windows Server 2003 (which was
working before SP1), FrontPage 2003 errors intermittently while making
changes to web pages. Intermittent 401.1 errors show up in the IIS logs
attached to author.dll. I have tried the changes listed in KB 896861 and KB
871179, and they have not eliminated the error. I changed the security
account for the MSSharePointAppPool application pool which did not help. I
have checked and rechecked the ACL for roles.ini and all other dll's
involved, which are correct.
I need to point out that Service Pack 1 is without a doubt the cause of or
the major contributor to this problem.
ERROR MESSAGE: An error occurred accessing your Windows SharePoint Services
sites files. Authors - if authoring against a Web server, please contact the
Webmaster for this server's Web site. WebMasters - please see the server's
application event log for more details.
NOTE: There are NO ENTRIES in the EVENT LOG for these errors, but there are
IIS log 200 entries followed by 401.1 entries against author.dll, back to
back.
I have found this error posted all over the world on the web, over the past
60 days, but the only solution that appears to eliminate the problem is to
uninstall SP1. I can fix the problem on the new server by doing a fresh
reinstall of Windows Server 2003, but that does not help solve the problem
with my other server.
Additional Note: I reinstalled Office 2003 and FrontPage 2003 with Office
2003 SP1, which was no help. The problem also appears when another
workstation is doing the changes/updates, so it appears to be a Windows
Server 2003 Service Pack 1 problem that got by testing.
Does anyone have a solution?
I will call Microsoft support next, but I have a feeling that since no KB
article has been released in the past two months that they are clueless. The
problem is intermittent and sometimes appears to be a process recycling
timing problem, because sometimes I can complete a large number of changes
without it happening, and sometimes I cannot.
