What is the max. size FP 2003 can publish to a website using front page
extensions?

I've been able to publish some pretty big files, in excess of 10 MB without
problem. The real bummer is there's no true hard number as it often depends
upon the web server. Some web servers timeout more often than others during
a regular publish whether its due to high usage or just a quirky server.
Some servers have a specifically set timeout value that, no matter what the
size of the file is, will just terminate if the process takes too long.

Bottom line, no good hard number and really a trial and error on a
server-by-server basis.

Yes, but under some server settings you are limited to 1 MB
