Capture an incoming request in Win 2003 Server

Can FP2003 help me to capture an incoming request in my ISP's web server
before
the server acts on the request? The request is for a .PDF file, and I need to
redirect it to a .ASP file where I can put some IP-based logic for the
server. I have
FP2003 on XP Professional. I'll appreciate any insight on the matter.
