Create Frontpage User in Domain Controller?

I want to enable frontpage extension but is there anyway to create the
frontpage group (admin, advauthor, contributor, etc.) in domain
controller (put in active directory) instead of local account? and need
to be able to rename the group name to something else instead of
something like OWS_1523456012_author.

I will need to code this in C# ASP.NET. For now, I use "owsadm.exe -o
install ..." to enable frontpage extension using
System.Diagnostics.Process class. So, I will need to modify the code
somehow to create the group in domain controller and give permission to
the root folder. Any info will be greatly appreciated. Thanks!
