Anytime a user tries to copy a file from one subweb to another, it
pretty much kills the site. Once a file has been copied, actions that
normally take a few seconds, such as uploading a file, take 5-10
minutes. We have to restart IIS before it goes back to normal. The
slowness is only applied to the site in which the file(s) were copied
between subwebs.

CPU and memory usage are normal before and after the copy, so it isn't
like its pegging the CPU.

I have no idea whats going on, but we have a user who is complaining
about that (as they should be).

They shouldn't be "copying". They should File | Import the file into the
appropriate subweb.

Thanks for the reply. Here is what my client said when I sent your
message to her:

"I usually have the 2 subwebs opened up in separate FrontPage windows -
and then I copy/paste between the two. I haven't had any problems with
this in the past - but if this is what is causing the problem I can
just export/import the files instead."

Your client could drag and drop between the subwebs - this is the same
as importing.
