I want non-FP users to be able to maintain the list of users who have
read-only access to a FP web which has restricted access. The hard way to do
this: write php code to maintain the files in _vti_pvt. Is there any easy
way?

server: FreeBSD, Apache, PHP
clients: Windows (various)
