FrontPage Server Extensions for Windows

We have a Windows 2000 server sevice pack 4 fully updated server running IIS
5.0. We installed the Frontpage server extensions so our clients can use
front page to publish their website, however only sites that were present
before the installation are we able to have the frontpage server extension
given to them. any new sites we add to IIS are not given the option of
adding these extensions. the all task option will only list permissions
wizard... any help?
