FrontPage Server Extensions for Windows - Why is Tools Server option unavailable in FrontPage?

Why is Tools Server option unavailable in FrontPage?

I am trying to protect a subsite on my website. The help states to go to
"Tools Server" menu. This option is greyed out (unavailable) in my FrontPage
2003, and I have been unable to figure out how to enable it. My server runs
FrontPage extensions, and I have check that all the options related to this
are checked off. Any suggestions please?
