Author fp web page changes not seen via webbot include page

I am a new fp user.
I have created a footer.htm page and then included it in other pages via the
webbot include page. When I modify the footer.htm page the changes are not
reflected in the pages which include it via the webbot. If I delete the
webbot include on a calling page and then insert a new one it reflects the
revisions.
I am publishing to a site with fp server extensions. No errors are
generated during the publishing or execution. The results are the same in IE
and Netscape.

Run a Tools recalculate hyperlinks and publish all changed pages using the include page

That did the trick for my local copy of the site. I republished and the
remote site did not change. Then I opened the remote site in fp and ran
recalculate hyperlinks but the remote site still did not see the modified
include page.
