I load frontpage 2002 server extensions but it seems not loaded

I am a trainer. We often use remote services off a Windows 2000 Avanced
Server OS in the lecture room. I set up as usual for office 2002 (full
install to run off local machine) then loaded FrontPage 2002 Server
Extensions. I published a web with web components (submission form) an
received a message that the FP 2002 server extensions were not loaded.

Assuming the problem was with terminal server, I did the same thing on a
Windows XP Pro OS and got the same thing.

In both cases I am able to go into the Administration pages of FP 2002 SE's

Three weeks or so ago I trained FP 2003 and had no problems.

What's Up??????
