Author Getting error message: cannot close file service.cnf. Please help

I am getting this message when I try and publish changes to my website. I've
been publishing for awhile and cannot figure out what this error message
is--either Front Page or the site provider. Any experience on this?

Contact you web host and ask they to run a server health check on your site and/or check the
permissions

This normally indicates you have exceeded the space limit allowed by your
ISP.
