| You may want to check and make sure that they are not a member of a group
that is listed. I've seen cases where someone creates a group to put a
site's admins into, gives the group access, then gives the individual user's
access.
You may also want to run a check and fix of the extensions and a recalculate
hyperlinks to help catch stray permissions. Before this is done though,
backup the web to another directory on the server just in case. That way you
have a backup with full NTFS permissions available in case FP over-tightens
or kills the web's permissions.
