Could not open any page with FP2003- Help!!!

Have just installed FP 2003 after have been using FP2002 and when I try to
open for editing any .asp or htm file it says:

"Error trying to execute Frontpage (open as HTML) Coul not execute blank
command"

I have tried to open pages from different servers and the error is the
same....so is not a server side problem....I have installed Office2003
allready SP2.
