A number of orchestrations read reference data from a database. These
orchestrations run regularly throughout the day. There is also a reference
data update orchestration that updates/deletes/adds to the reference data.
When this orchestration runs, I want to ensure that no other orchestrations
are running and that no new orchestrations can start until it has finished
its loading.

Other than using a service window (which is not appropriate as the reference
data refresh orc could be running at any time) what other strategies are
there?
