No, it requires Visual Studio .NET 2003. Visual Studio .NET and VS .NET
2003 can co-exist on the same machine. I do that.

Note: The package does include a copy and lisc. of Visual Studio .NET 2003
for the server on which the product is run on. Then each development
workstation should purchase a copy the Developer Edition of BizTalk Server
2004. It too includes a license of VS .NET 2003.
