Hi,
i am new to configurate bts 2002 Programmatically. Could anyone tell
me if it is possible to write a c# program used as Preprocessor in the
file receive function?

Yes, it is possible to custom preprocessor using C#.
For more info, please refer Microsoft .NET toolkit for BizTalk 2002.
