XLANG Schedule Help Needed!

2 questions.

1. When using Message Queuing, if an invalid document is
passed to an action in a DTC transaction, the schedule
(set to check validation), rolls back the actions, but
does not execute the ON FAILURE actions. why is this?

2. Is it not possible to use an XLANG schedule to perform
error handling when recieving invalid document using
messaging file receive? The document goes straight to the
suspended queue and the schedule does not run.
