Author Run rules engine standalone?

Error message that we are getting when we try to invoke
the rules engine from the code on a machine that doesnt
have Biztalk server installed is pasted below.

"Object reference not set to an instance of an object.
Unable to find appropriate schema
(file "businessruleslanguage.xsd")
The process cannot continue.
Extra Information: at
Microsoft.RuleEngine.BusinessRulesLanguageConverter.Load
(Stream s, VocabularyDictionary& vocabularies,
RuleSetDictionary& ruleSets)"
