I do not have the Orchestration Debugger option on the short-cut menu when I
right-click a message instance in HAT. I only see Message Flow. Do I have to
re-install HAT?

The Orchestration Debugger option is only available for instances
associated with an orchestration service instance.
The simplest way to tell if your instance is associated with an
orchestration is to check either the Service Type
column in a reporting view like Query Builder or the Service Class column
in an operation view like Messages Operation View.
