HAT not showing Orchestration Debugger option

If your message fails before it reaches the orchestration
piece, the Orchestration Debugger will not appear as an
option in HAT.

For example, a flat file can fail in the receive pipeline
if it does not match the input schema. Since the
pipeline is executed before the message is sent to
orchestration, the message flow in HAT does not have an
orchestration associated with it.
