BTS has any tool to create or view HWS activityModel? or the only 1 way to interact with activity model is API?

If you consider theBizTalk 2004 CD, then yes, the only way to interact with activity models is to use the APIs.
However, there are some third parties (Source Code K2 if my memory serves) who wrote graphical editors for activity models.
