Author Engine input file error

I'm using BizTalk 2004 and HIPAA Acc 3.0. Recently when deploying a BizTalk
project with HIPAA stuff the build was interupted. When I tried to build the
project a second time I got the following error:

(-1040) The engine input file compilation process is already active.

However, when I looked the COMPEIF process wasn't listed in the task
manager.
Can anyone help me with this? Thanks.
