Is there is a way programmatically resend unresumable suspended messages
back to receive port?
Is there's APIs I can use to work with suspended messages?

There is a WMI event that is fired when messages are suspended - see
http://martijnh.blogspot.com/2004/0...e-listener.html
for a full implementation of a suspended queue listener from Martijn
Hoogendoorn.
