Install Biztalk 2004 on Win 2003 - Creation of Adapter FILE Config

During : Currently Configuring Biztalk Host Creation

Getting error:
Creation of Adapter File Configuration Store entries failed.
The transaction manager has disabled its support for remote/network
transactions.

All google searches seem to relate to Win XP Pro SP2, but we are installing
on Win2003 for our QA system.

Seems to be related to SSO (see application event log message below). I
think it is building the File Adapter, and trying to write some sort of
credentials to the SSO, adn cannt communicate with SSO.
I'm helping our operations department do the install, and they installed SSO
separately and thought it was working. We will look further, but if anybody
has any light on this, please let me know.
