I have created a Request-Response Web Service using the
BizTalk WS Publishing Service. The web services was
published based on two schemas. The incoming file is a
flat file. The outgoing file is an xml file with one
value. In the web service I have set that value to true.

I created the port by creating a web port in the
orchestration. The orchestration created a send port
with the pipelines set to pass through. I have also come
to the conclustion that I need to implement the receive
location that is created through the publishing tool.
Why does this need to be implemented? What is the
purpose of the receive location when used when the web
port?

Its because that is the nature of a web service: it is a request-response
operation.

You could probably handle your needs better another way if you dont want to
give a response back such as FTP.
