Why do we publish a rule/policy? Why dont we jump directly from save to
deploy?

Hey,

Staged rules can represent things like:

a fall back scenario for routing
seasonal price information
a quick rollback from a mistake
etc

Publishing them makes them available for changeover in production without
the test > staging > etc train (time consuming)

Its flick the switch (with vetted rules sets). So having that capability,
you dont want people to have the ability to edit rules/have untested rules
in production, do you? So an alternative is to have a set of published
scenarios. If they were all deployed you'd have less control.

That, among other reasons, is why they are published.
