Make sure the receive location is enabled, it points to the correct place,
it has permissions to the folder (it need to be able to read, rename and
delete the file) and that the host running this receive location is started.

The receive location "C:\BasicOrchestrationMsgs\POIn\*.xml" is shutting
down. Details:"The Messaging Engine failed while notifying an adapter of its
configuration. ".

also this.

The Messaging Engine failed to add a receive URL
"BasicOrchestration_1.0.0.0_OrderSystem.ProcessOrchestration_RecvPOPort_7e0f
5f2be0b33f09_ReceiveLocation" to the adapter "FILE". Reason: "File transport
does not have read/write privileges for receive location
'C:\BasicOrchestrationMsgs\POIn'. ".

But I am an administrator on the machine. and I used my domain account to
install all the services

Check which user is configured to run the host set for this receive location
and that this user has enough privileges for that folder.
