If I have a BizTalk project that references other projects is there any way
to indicate during compile time not to build the referenced projects (or
satellite assemblies) if they are already deployed?

My best guess. If you add a reference to an assembly that has already been
deployed to the GAC, I think all you need to do is set the "Copy Local"
property to "False". This seems to work for me.
