Installing Biztalk Server 2004 Admin Tools on Development System

| What are the requirements for installing Biztalk Server 2004 Admin tools
(HAT, BizTalk Server Administrator, etc.)? I want to install these tools on
my development system, but I don't see that as an option.

The features and their requirements are outlined about 3/4 of the way down
