If a message comes into BTS and does not find a matching subscription, is the
message in the MB? Is the subscription evaluation done before the message is
in the DB? Trying to determine what to do with "junk" messages that are
coming back as a response from a system. Thanks.

When a message arrives to the message box and no subscriptions are found
the message is suspended and an error is reported to the event log.
a routing failure message is generated to which you can subscribe and
handle, it will have the suspended message's context.
