BizTalk Server General - Required permissions cannot be acquired

We are experiencing an issue with our Biztalk deployment where whenever we
restart our hosts due to maintnenace or deployment, we see the "Required
permissions cannot be acquired" error on stuff that comes through after the
restart. We then restart the hosts again and can run the same process
without error. It doesn't always seem to be the first thing to come through
after the hosts are restarted either, it is very unpredictable. Sometimes
the error occurs at the receive port, sometimes it occurs while executing a
transform within an orchestration. Any help would be appreciated.
