BizTalk Server General - missing messages

Hi,
documents are submitted programtically to a biztalk uri. (ref:-submit to
biztalk sample) The issue begins when the documents are submitted but the
biztalk service is not running. we don't get any return messages, and the
message is lost. is there any way to handle this?

like checking whether the particular service for that URI is running or not?
any suggestions?
