| Is this possible using WMI or any scripting mechanism? The parties and
roles don't seem to be exposed through WMI

| Yeah,
You can use the Binding file with BTSDeploy utility.
For creating Binding file with Parties use BizTalk Deployment Wizard, inside
use "Export items not assotiated with any assembly" option.
