I would like to have a build server which will only build BT projects - no
deployment, no running - only build and pack the binaries.

So is there a way to install some Framework or Kit, which will allow me just
build BT applications in VisualStudio not installing SQL Server and BT Server
itself?

Nope, you would at least have to install the BizTalk development tools to
build any BizTalk project. You'd need a machine acting as your SSO server
(could be the same machine as the build server. And, you'd need to have a
SQL Server machine somewhere to host at least the Management and SSO
databases. If you're looking to do BizTalk builds without buying BizTalk,
you're out of luck. The Developer edition is pretty reasonably priced though
