Messages not delivered to receive locations in BTS 2006

| I am encountering a problem while doing tutorial 2, lesson 5. The error i get
is outlined below. Can anyone please help? I am new to BTS and I am stuck.

A message received by adapter "BiztalkMessagingEngine" on receive location
"ReceivePO_ReceiveLocation" with URI "C:\Tutorial\Filedrop\ReceivePO\*.xml"
is suspended.
Error details: The published message could not be routed because no
subscribers were found. This error occurs if the subscribing orchestration or
send port has not been enlisted, or if some of the message properties
necessary for subscription evaluation have not been promoted. Please use the
Biztalk Administration console to troubleshoot this failure.

| Sounds like a send port or orchestration is not enlisted - takje a look at
your deployment state.

| I have checked the send ports and orchestrations and they are all bound. how
do i debug this issue? any help will be very much appreciated.
