BizTalk Server General - Cpu at 100 %

I've been having issues lately where my cpu reaches 100 percent...
and never comes down from that.
I see active messages out there... that I tried to terminate.
Don't think they are actually terminating.
Has anyone else had this kind of problem?
When I shut down the biztalk service the cpu comes down.
When I start it back up... it goes right back up again
Please help

You may want to try restarting SQL Server as well.
