Sometimes after a restart of the BizTalk services BizTalk can't
deliver responses back to the clients anymore. The responses all end up
in the HAT with the suspended state. The applications still can send
messages to BizTalk but BizTalk can't deliver the responses. The
applications keep waiting for a response until they receive a timeout.

When we reset IIS everything works again. The error in the HAT is "A
failure was encountered while transmiting the message". This problem
only occurs with Request/Response receive ports.

We are using version 3.0.6070.0 of the BTSHTTPReceive.dll.

Anyone else experiencing this problem?
