This can be caused by so many things...check some things:

- Go into Messaging Manager, make sure Biztalk server is pointed to
localhost under Tools->Options
- Open IIS, and go to the MessagingManager vdir's properties. Verify the
directory was correct and make sure Directory Browsing is checked for
Webdav.
- Make sure this directory is running under an application in properties
and Execute Permissions is set as Scripts Only
- Go into Directory Security, made sure Basic and Windows authenticated are
checked, and not anonymous.
