authentication to the server failed, as the EDI subsystem
has insufficient authorization to connect to this server.

What causes this error? I have checked that user ID used
by the HIPAA EDI service is a valid user in the BTS EDI
databases, and it is. Are there specific permissions that
must be set? Or is it something else entirely?
