IIS6 and Windows 2003 and BizTalk 2002 sp1. The dll has
been marked allowed in WebServiceExtensions. The virtual
dir is running under an app pool whos identity is an admin
on the machine. The Com+ is running under the same
account.

I've set this up many times before and have got it
working, until now. Any ideas?

Make sure this account you are using has access to the Biztalk databases as
well, and that you have restarted the app pool after making the changes you
did in IIS
