Why cant you use HIPAA Accelerator with Partner Edition

| Have someone who is using BizTalk 2k4 with just 1 trading partner. They also
need to use HIPAA.
What we see in licensing they would need to use Standard Edition of BizTalk
Server even though they will be using this for only 1 trading partner (A
perfect choice for Partner Edition).
Is this true or just poor documentation on MS site?

| They cannot use Biztalk 2004 with the HIPAA Adapter for Biztalk 2002. These
two products do not work together.
Note: it is normally better to ask questions about Biztalk 2004 on the beta
newsgroups.

| The standard edition of the accelerator will work with the partner edition
of BizTalk Server. Accelerators don't come in partner editions.
