I am attempting to install 4902 (on Windows 2003). I installed it on top of version 4826, but things were not working, so I uninstalled BTS. I then went and deleted all of the database tables (in SQL server and Analysis server).
I installed BTS and verified that the Sharepoint services web site was up and running. Upon running the installation, it installs successfully, but the problem is when it is going through the configuration tool, it all works, but it then errors out when i
t gets to the rules update engine.
I went into the services list, and the rules update engine is not in the list of services.
I went to modify the BTS install, I unchecked the Rules Engine, uninstalled that portion, and then rebooted and reinstalled the Rules Engine.
The service still does not show up in the services list.
I am unable to find anything on the MS site regarding this issue.

The configuration tool rollbacks everything as soon as it encounters an error. This is why you did not see the service in the list of services.
To further troubleshoot the issue, the config tool (also called configuration wizard) generate a log file. It is located in %temp%
and has the following name pattern: Config(mmddyy hhmmss).log.

It would be helpful for us to see the content of this log file nearby the point of failure. You could post the parts and this would allow us to better
diagnose the problem.

Also, some unrelated comments:
1)removing the tables from the databases is not enough, I'd recomend removing the databases themselves.
2) Make sure you remove the sharepoint BAS site that aws created (if you installed it). It is usually at http://machine/sites/BASSite
