Compeif is a command line tool provided with the BizTalk 2004 EDI Adapter
that compiles the eif file. This is a good test to verify that your EDI
Service is running properly. Simply type 'compeif' from the command line
to run this. It should say CompEIF in progress and go to 100 percent
without any errors.

The "failed to register" error is a known issue with EDI adapter builds
earlier than 4.0.1114.22.

Which build of the EDI Adapter do you have? (Go to \Program Files\Microsoft
BizTalk Server 2004\EDI\Subsystem\ and see what the version number of
xsd2edi.exe)

If your version is older, I would recommend creating a support incident to
get the newest build of the Adapter. The newest build is 4.0.1121 from
hotfix 840113.
