Transferring BizTalk 2002 configuration

Anyone have any suggestions on tools to transfer the configuration of a
BizTalk 2002 server from one server to another?

The BTSConfigAssistant isn't that stable and keeps giving empty error
dialogs. Transferring the database is one solution, but if there is a proven
tool out there I prefer that option.
