HL7 end-toend Auto-Setup not working

I am using BT Server 2006 and the HL& 1.3 adapter. I ran the end-to-end
tutorial exe to set up the test enviornment and I can not get it to process
the file. I have no errors on the event viewer and the appropriate recive
and send locations are set up and running. For the life of me I can't figure
out what is wrong.
